The top 3 places are Colonial Village in Arlington, Virginia; Carmel, Indiana; and Chesterbrook, a suburb of Philadelphia.

The U.S. housing market is recovering from a 2-year slump caused by rising mortgage rates and low inventory.

Average 30-year fixed mortgage rates have fallen to 6.6% in January but are climbing again, making homebuying less affordable.
