The terminals unlock new skill points for V's Relic skill tree. Songbird gives you some points to start.
Terminal locations include places like the Petrochem Stadium, parking garages, gang hideouts, and on top of buildings.
Finding all data terminals unlocks all 15 new skills in the Relic tree, making V more powerful.
Other Phantom Liberty collectibles to find include new Tarot Card Graffiti located around Dogtown.
