Crash occurred when Model X steered into barrier on highway near San Francisco while traveling at 70mph
NTSB said Huang's hands were not detected on wheel in final 6 seconds before crash and there was no braking
Evidence showed Huang was playing game on phone at time of crash and had issues with Autopilot steering wheel in same area before
Settlement comes after Tesla won two other Autopilot lawsuits in California when it argued drivers did not follow instructions to pay attention
