Rules prevented internet providers from blocking/slowing sites or charging more for faster access. Treated providers as "common carriers".

Regulations were repealed under Trump in 2018. FCC now wants to restore similar 2015 rules under Biden administration.

Proposal would also let FCC block sites controlled by foreign adversaries, closing "national security loophole".
